Can't delete blank lines between paragraphs in mobi book

I've tried everything (I think). I've done remove margins and remove blank space between paragraphs. I've done remove spacing between paragraphs in heuristic processing. I've tried several search and replace options which haven't worked. What am I doing wrong and what should I be doing instead?

I usually just convert to epub, edit the CSS and convert back. Often it's the only method that works.
