Online Libraries or ebook rentals?

I read in another post that the Philadelphia library allows you to have access to their ebooks fo $15 a year, if you do not live in Philadelphia. What are some of the other online sources that are available where you can "borrow" ebooks, or join for a modest sum? Any other libraries out there that have good ebook collections that you can "join" if you are not a resident?

What I don't understand is why no one has reintroduced the for-profit lending library. Where, like with Netflix, for a monthly rate you can have a given number of books on loan for as long as you wish.
