1) That is why they are still there.
2) A forum guidelines requirement.
3) If he did, then he was just following the MobileRead guidelines.
(See link at bottom of every page for access to the guidelines.)

Those guidelines represent policy choices made by the operator's of this site.
They own it, they get to choose, which should be the end of discussion on this point.
