Yup, but also (most) apps don't require internet access. Downside is that apps that require a lot of data over 3G, will cost a monthly subscription. At the moment, I have not seen any apps that do use data, but certainly some will pop up in the future. I imagine this is because Amazon does not want anybody to start up a "Torrent" active content, and then get bad publicity for taking it down.
