I put the following link into the book:

I return to Textview and back to Codeview. The link has been changed to the following:

of croust <a href="#&quot;Foot_1&quot;">[1]</a> gazed at me in astonishment.</p>

What am I doing wrong?

The pound sign needs to be inside the quotes.
