For me it's logical:
If you are allowed to open a user group within the forum you get moderator rights for it. "foobar beta readers" groups come in mind, etc. Thus some authors here may be "black mods" for their beta reader group/software project subforum only.

Thanks. I can see now that it is actually pretty easy to tell who is one of these localised moderators once you know how.
