Ummm, no they can't...at least not in a free country... (except if you are in the military, then they have a bit more control). Unless the item in question is directly related to the learning objectives of the course they don't have the need, or authority, to define what device someone uses to read a book. They can dictate which book is used, and even which version of the book, but they can't say "you must use a kindle paperwhite 2 to read this book..."

Even if they did say that, the student has every right to ignore that instruction...

And the teacher has every right to fail the student when the student cannot properly do the work. When the teacher says to read pages xx-yy and the student has no clue or when the student has to do a term paper and cannot properly cite.

You know I am right fond of you, but you are being obstreperous. No teacher in any institution can FORCE a kid who can't afford it to go buy an iPad, or a tablet, or, or or. That's just...absurdist. What, some instructor is going to tell a kid, whose family is using foodstamps, that he HAS TO go buy a certain type of tablet, etc., or he will be failed? That's just not realistic. Yes, I know, when we were in school we had to buy our books--but you could find used copies that you could afford. The same may well not be true of used devices.

I do think you're reaching a bit. After all--if an instructor could do that, why not have them all buy iPads and use iBooks? Why not make them buy full-fledged laptops, or an entire networked computer system? Where does that power stop, then?

Well, the teacher can TRY and fail them...not going to work though. One complaint to the administration and the teacher gets overturned... and then the students write them up on "ratemyprofessors.com" as a crappy unreasonable teacher and no one ever takes their class again and then they get fired...as one example of how it would actually play out. As for "proper" citations: The need for specific page numbers in this day and age is just not there, and should be addressed in the newer versions of the Chicago/APA/MLA books. If it isn't fixed yet, it's probably because they are working on formatting their books for epub.... With paragraph/section numbers in technical manuals and subsection headings for non-tech and a freakin "find" function makes it the easiest thing in the world to find the proper location in an ebook. Sorry, but you are just wrong, incorrect citations because the student refuses to follow the teachers directions can very well result in black marks and any amount of complaining isn't going to help.

If a teacher says you need read this specific eBook version of a book and you need to use a program that uses ADE page numbers, then that's what the students need to do. The teacher is well within rights to fail the student for not doing the work properly because the student doesn't know what to read and cannot properly cite.
