Windows RT app?
I understand it's probably not part of your dev timeline but having a decent epub editing tool on a cheap(ish) tablet would be a dream come true

Won't happen. The underlying tool kit used isn't able to produce RT apps due to the restrictions of RT. Also, Sigil is designed to be cross platform and RT is incompatible with this.
