I didn't personally try it, but yes, right-to-left languages are possible with the KF8 format. This is not specific to the Kindle Touch, but a feature of the file format.

It would be great if it's really working properly. I guess it is indeed the file format but it seems like not all devices support it.

At this point, the only currently selling device that does not support KF8 is the Kindle DXG. Kindle for iOS and Android also support it.
