This sounds like good news but I'm unable to read the attachment to fully understand the actuality.

Do French public libraries already have in place ebook lending systems like offered by Overdrive (for example)?

Here in Australia I can borrow ebooks from my local library (remotely) or paper books. There are only a tiny number of ebooks compared to paper books, and that is no doubt due to all sorts of publisher restrictions and pricing issues.

Well, good for them, does this mean they can do what lots of other countries have been doing for a while now

or is this something special (with snowflakes)?

Library lending ebooks is pretty much non existent here.The few who does, the offer is so poor is not worth looking at.
