Indeed, and we could probably list others.
The fact that the distinctions are arbitrary leads to oddities, like Samuel R. Delany's "Time Considered as a Helix of Semi-precious Stones" winning the 1969 Nebula Award for Best Novelette, and the 1970 Hugo Award for Best Short Story. SFWA and WSFS had slightly different ideas of where you drew the line.
