Quickoffice is an Android office suite compatible with MS Office, it sells on the Market for $9.99 USD. Since the Arcos doesn't have native Market, I'm not sure what hoops you'd need to jump through to get it, but I'm sure it's doable.
As to external keyboards, I don't know for sure, but probably. I'm told that
this one will work, but since I haven't tried it ...
