The "event" most certainly did take place. Sony's app reader was rejected for this reason. Amazon ended up using a web based service for a time to get around this rule. Apple confirmed the policy.

If you want further information, I'd suggest looking it up yourself. It's not hard to find. Then you can offer a dispute based on facts instead of assumptions.
