If I understand correctly, what the FBReader developers object to is that RAR archiving is not open source. So unrar will decode rar archives, but there is no way to create a rar archive using open source code.
One of the better features of open source projects is that they are free not to support anything they don't want to. This is sometimes frustrating for users, but on balance it is a good thing.
