It depends on several things. If it has mathematical symbols, these are hard to represent in an epub. If you have a big screen, it can show an pdf just fine, but a pdf with multiple columns can be hard to read on a 6 inch screen.

It is infinitely easier to convert a book from epub to pdf with free tools than vice versa. PDF positions items on a page absolutely, not in order, repeats text and is the worst format to convert from.

The more text based it is, the happier it will be as an epub, though skills epub makers can accomplish some remarkable things, albeit with considerable effort. There is a book on here called Three Men In A Boat which shows what can be done. However there are many complaints how little effort some publishers put into their work.
