Then you go to the link and press OK. At least in Epub. Only in mobi do you need to "turn them on". You can skip the links by using the 9 and 0 keys. So, if there are links on a page, you'll need to use either the thumbwheel or the buttons to the right of the device to go to the next/previous page. If there are no links, you can use the 9 and 0 too.
