MOBIPerl handle only MOBI7 header. There is no software that can edit second set of headers in hybrid MOBI.

Generally generic Kindle user touch headers only to remove Personal tag from ebook. Most of users use Calibre Quality Check to do it. Obviously this tool also can't edit MOBI8 header in hybrid MOBI.

Personally - my eyes shine at the thought of such tool.
