This is pretty much what Google does with Android. It offers a more-or-less standard platform for software developers, users get a somewhat standard interface between devices, and hardware developers have an enormous amount of incentive to address different markets. Is it any wonder why Google (and Microsoft) were successful internationally, while Apple is successful within certain markets.

Linux is licensed. It is just that the licensing is so flexible that most people don't recognize the thing being licensed as Linux or the license as being a license. It is probably a sure bet to say that Linux dominates the market: Android is built on Linux, most ereaders are based on Linux, wireless routers are frequently running Linux. Even Televisions use Linux.

Openness does breed success.
