Often, Wile E. Coyote fails to properly read the instruction book before use a product. An example are Earthquake Pills, it's only after he consumes the entire bottle that he discovered the statement in the instruction book that they don't work on road runners.
Plus, he tends to use overcomplicated plans with far too many steps, when all he needs is a simple plan. After all, he knows the Road Runner stays on the road and tends to not change direction until he stops first.
