Transferring Kindle library books "via PC" doesn't involve Kindle for PC at all. "Transferring via PC" means precisely that... you manually download the file to your PC and transfer it to your Kindle like you would copy/move a file to any USB device. In fact, Kindle for PC/Mac has nothing to do with a Kindle device ever, really (other than sharing some meta-stuff like archive/collections, bookmarks/highlights, and furthest read point). Kindle for X, is really only used for reading your ebooks on X. Definitely not for transferring ebooks to other devices.
