The apps with Google Cast support get the Chromecast dongle to pull the same content independently from the web.

However, it's reported that you can play local content using the beta Chrome browser support. Open a local audio or video file, say, in a Chrome tab on your tablet, phone or PC, and you can 'cast' that tab to the TV.
