It appears that Goodreads does not have a cover for that ISBN.

That is not a calibre 'failure'.

Configure more than 1 (language relevant) search source for images.

Try other methods to obtain a cover image. Like using the 'Search the Internet' plugin (I use the search Google for Images choice, with good luck) and drag the image I like to the cover area in Calibre
