I think that now it's done by satellite and very accurate time measures (i.e. by GPS).
But in the old days it was done by making triangles and measuring their angles, starting from one known baseline.
Some argue that because of problems determining the height from which to measure when using satellite data, the old method is actually more accurate for "height above sea level" measurements.
