Wouldn't we need to know how long the track is before we can determine the answer? If you have 1,001 runners on a 1-mile track, wouldn't the average distance between each runner be slightly more than 5.25 feet? If you pair the runners wouldn't it be an average distance of slightly more than 10.5 feet?
