Ipad launch abroad delays by one month

I don't know if this is related to my order of 2nd unit at apple online
which was cancelled by them saying that:

"Thank you for your recent Apple order.

To ensure that all customers are given equal opportunity to acquire this
product we have limited the amount available per customer. Therefore,
this order has been cancelled.

If you have questions, you may reach us at 1-800-676-2775 between
8:00 a.m. and 8:00 p.m. PT Monday through Friday, 6:00 a.m. and
4:00 p.m. Saturday and Sunday.

We apologize for any inconvenience caused.

I ordered only 1 unit before and wanted to order a 2nd unit for my sister.
However, I made an ordered prior to the April 3 launch but cancelled
it because it was 32gig and I decided to get a 64gig and order it. Could this
have caused apple system to report as having already 2 orders? I tried
to reach their tel number all day but it is busy. Anyone has (or heard of
similar) experience where their 2nd Ipad unit order is cancelled by Apple?
