The 70,000 is 37% of 188,888 but that isn't Androids share of the market. That means they are selling 37% of what Apple is selling.

The article is not saying Android owns 40% of the market. What it is saying is Android tablets sales are selling 40% of iPad Sales. In other words for every 5 iPads sold there are 2 Android tablets sold.
Their talking to the statement: "There is no Tablet market, it's an iPad market."
