There might be a problem with the encoding of your ePub. Some time ago I created a Hebrew test epub using the Zephaniah 3:8 pangram. This ePub displays fine in Sigil and the Stanza desktop app, but not in ADE.
If my test ePub displays fine with your iPhone/iPad apps, you might have to add language and/or direction attributes to your ePub.
