I'm no specialist in anti-trust law, and my current knowledge is decades old at this point, but I think that a policy which has the effect of eliminating competition with iBooks would be vulnerable to anti-trust action. I might well be wrong, but I can see the line of proof & argument that could be made.
It's one thing to make things annoying for Kindle App users, but it's quite another to drive the Kindle App itself off the iDevices.
