Quite often, but not always, so part of the screen still working doesn't necessarily mean it's not the substrate. An angled line somewhere on the screen is usually the best diagnostic (if all the lines are horizontal or perpendicular it could be a control issue, but if there is even a small spot with an angled line that's substrate).
