2048x1536 is the only resolution that makes sense, given how Apple doesn't do scaling on their OS. That's the same resolution as the iPad 3/4.
That's also why the iPad 3/4 have exactly twice the resolution as the 1, 2, and Mini. And why the iPhone 5 didn't increase the width. Going to a new resolution not based on that would cause issues for existing apps.
I highly doubt we will see the iPad Mini 3 with 400+ PPI, unless they shrink the physical size down.
