They probably have a simpler process to bring a product to market there.
Their version of a capitalist market place is much newer than most, so there
could be fewer hurtles in the way, and fewer palms to grease. Ectaco has
been very active in that market for a long time and are relatively well established,
there. They have the connections with the academic bureaucracy, from some of
their previous projects in the area.
