Das ist ganz einfach:

1) Bei materiellen (tangible) Gütern gilt das Land, in dem der Artikel verkauft wird.
2) Bei nicht materiellen (intangible) Gütern gilt das Land, in das der verkauft wird.

Du bestellst ein Paperback in den USA? Also gilt es als in den USA gekauft. Du bestellst ein eBook im Kindle Store? Also gilt es in Deutschland gekauft. Dehalb schlägt Amazon ja auch die Mehrwertsteuer drauf (wie auch immer die mit dem Fiskus abgerechnet wird).

Daher dürfen Amazon & Co. Paperbacks auch frei verkaufen, eBooks aber nicht.

So einfach, und doch so wenig nachvollziehbar. Gesetzeslage.
