It is just a guess, but the additional three letters dbg most certainly stand for debug. This would indicate that this version is intend to be run when things don't work as expected so that sergeyvl12 can get a log of the error messages and then try to debug his program.
So if all goes normally with the other app you probably don't have a need to run that app.
