I'm in Germany but my Kindle, bought in the UK, is registered in Australia and it works fine in Germany. When I registered it in Germany, then surfing was not available. I've never had any messages re extra charges. I suggest that if you have an address in any of the countries listed as OK for surfing, then to register it there.
