It seems that setting of the icon is still possible despite the bug you mentioned.
There is Firefox extension
HashColouredTabs+ which sets an icon for any site which does not have its own icon. This extension also woks for the tabs which belong to extensions; it also sets an icon for EPUBReader's tabs.
