The Kansas Digital Library Consortium ditched OverDrive on 05 Dec 2011 when its contract expired and has been beta testing the 3M Cloud Library for ebooks since 18 Jan 2012 and OneClickDigital for audiobooks since 21 Nov 2011. They had been battling OverDrive over a huge hike in fees for the new contract and also over ownership of the content they had purchased.

Here's a fascinating interview with Kansas State Librarian Joanne Budler, who led this fight with OverDrive.

Ownership should be retained by the purchaser. Transfer from one shelf/platform to another should be based on DRM, i.e. as long as DRM is maintained, it should not matter which shelf/platform holds that content.
