Many are still (very) bad, but many have only minor issues that can be corrected in notime, using Sigil. If you had an eBook with a even a minor issue in 2007-2008, it would sometimes very hard, if not impossible to correct.
If you've had a go at the code often enough, you get to know what to look for and what to fix. It's not that difficult to fix most eBooks these days. And Sigil's feature of being able to get rid of unused CSS entries is a help.
