Most of the readers use Linux.
Linux is perfectly prepared for tags, evem multi level one. On linux it is called symlinks.
Symlink is an alternate name for a file. So you can have file in "main library" flat-type directory and you can create unlimited directories and place symlinks to the file in any number of directories.
