There's no contradiction. "[...] without the publisher’s prior consent [...]".

Clearly, by enabling Amazon's lending feature, the publisher has given consent.

And the bit you've highlighted in red only concerns the cover image "[...] in any form of binding or cover other than that in which it is published [...]".

The bit concerning not copying the book is the preceding paragraph, but that also is "[...] without the prior permission of the publishers"
