That depends on several things: 1. if the text in the PDF file is exportable permission/security-wise and encoding-wise; if yes, export the text to a .txt file, then convert to UTF-8 encoding, then import the txt file to Calibre to convert to epub.
Even if the text is exportable, it's possible that hard line breaks and header/footer also get exported, and if these are in Chinese, it's hard to use regular expression to remove, so the result may not flow as well as English text and it may look quite ugly on the screen.
