Contacting administrators
What is the correct way to contact the administrators when a member has a concern/query not related to a particular thread or post?

The "Contact Us" link at the bottom seems to be like a sort of external message system intended for "News Submission" (or at least that what's the text above the form says).

For example a recent private message has me wondering whether the person has logged on only to send private messages as an inefficient form of spam (user has no normal posts). It's no big deal, I just thought it would be been appropriate to ask a moderator/administrator about it.
