Return it, it is broken (or intentionally modified by the seller to hide that the device is blacklisted by Amazon).
**UNLESS**
Your information block is correct and this is a "Demo" unit.
In that case, this is probably normal operation for a "Demo" unit of your model.
You will need to use a serial port connection to "un-demo" a PW1 or PW2.
The "settings" menu is part of the Amazon image and a required part of the functionality of the
**non-demo** Kindle.
