OP was from Sweden. Apparently, carriers there don't have as tight a hold on devices as do carriers in the US. Android has offered Wi-Fi hotspot capability since version 2.2 Froyo. It just so happens it gets disabled in most phones locked to carriers in the US.
Frankly, hotspot is a
phone feature. The carrier shouldn't have a say on whether you're allowed to use it or not, as long as you're paying for metered data. Now, if you're on unlimited and use 5+GB a month, then yes, it's understandable for carriers to impose limitations.
