No, but when you let someone drive your car and they get a parking ticket, you should pay it.

Note that parking tickets are given out on the first strike.

If you reported your car stolen at the time, that will indeed be a strong defense. If you claim someone must have taken your car on a joyride, the judge will have to decide on your credibility.
