Do not wait further: contact Paypal and tell them you want to return it.
Tell them Ectaco is not answering you (this is not the first case). Paypal will contact Ectaco, which in the end will get in touch with you.
In the meanwhile, Paypal should return you the money. Sooner or later, someone at Ectaco will pop up asking you to return the device.
