I read it on some Japanese site that covers mobile stuff, sorry I didn't save anything since Tizen doesn't particularly interest me. A Docomo spokesman said the "timing for Tizen devices isn't right". Now, remember that Japanese doesn't differentiate between singular and plural so he could have meant device, no way of knowing, but a general statement like that would imply a general, hence plural, policy.
