They are not filling the oldest orders first. I received mine with no problem, and had gone through the process well after the problems reported by earlier customers. For me, I applied for the credit card, a couple of weeks later I received the credit card, applied for the rewards and Reader, and had received it within a week after that. (Sorry, I don't remember the dates--my forum posts would show them.)
