I have had this option for awhile too. I used it at Christmas time on something I couldn't find in-store, and it was pretty neat to have same day delivery. It probably depends case by case on whether it is worth $3.99. I also have noticed on items available for local service that they are often delivered next day (one day early) if I choose 2-day delivery through Prime.
