I wondere if editing the JSON file to eliminate the last used cover (ssFantasy) might be a worthwhile exercise.

UPDATE: Yes, deleting the sections and restarting calibre succeeds. One more piece of information. Each time I pick Fantasy, then switch to something else on another short story, it asks me if I want to save or discard changes in the fantasy book. The dialog doesn't show up if I continue picking fantasy. It only asks when I switch AWAY from Fantasy. FWIW.
