Did you switch out the USB cable as well as the charger? Have you followed the exact factory reset procedure as outlined by Technisol above? (It doesn't just involve 'trying to power on'.) And repeated it?

If that does nothing AFTER charging with a known-good cable and charger (not one that has worked in the past, but one that is working right now); try repeating the procedure exactly (including powering off first regardless of what you see on the screen): but holding the paperclip in while powering on, rather than holding the Home button down while powering on.
